Nearly all of Montreal's bilingual health care providers will lose the power to run themselves as the Liberal government moves to slash costs with massive mergers.
The boards of directors for all hospitals except the MUHC and the CHUM will be eliminated, just as the administrations for nearly every institution will be wiped out and replaced by giant regional authorities.
Batshaw child and family services, St. Mary's hospital, Ste. Anne's and the Jewish General are only a few examples of the institutions that will be swept up in the change.
The health minister tabled a bill today that will impose this revolutionary new course for the heath care system across Quebec.
The province's 182 CSSSs, hospital, and health care administrations will be replaced by 28 super-structures called CISSSs, or integrated health care centres.
"Clearly, we are in a situation where we have to get some savings because we have to go back to zero deficit," says minister Gaétan Barrette, who believes the province will be able to cut 1,300 management positions and save at least $220 million a year.
Barrette says he is sensitive to the fact that many in the English-speaking community feel attached to their institutions.
"It's like program running in the background. This is an administrative reform. That's what it is."
Barrette says no institution will lose its bilingual status with the mergers. The MUHC is the only bilingual establishment to be exempted from the change.
In fact, only the MUHC and the CHUM will retain their independent administrations.
These institutions will be run by a new Montreal West-Island CISSS:
- the West-Island CSSS
- the Dorval-Lachine-LaSalle CSSS
- the South-West-Verdun CSSS
- the Douglas Mental Health University Institute
- the West Montreal Readaptation Center
- the Grace Dart Extended Care Centre
- Ste Anne's hospital
- Batshaw Youth and Family Centres
These institutions will be run by a new Montreal central island CISSS:
- Saint Mary's hospital
- Jewish Eldercare Centre
- Mount Sinai Hospital
- the Cavendish CSSS
- the de la Montagne CSSS
- the Donald Berman Maimonides Geriatric Centre
- the Gingras-Lindsay-de-Montréal readaptation centre
- the Jewish General Hospital
- the Constance-Lethbridge readaptation centre
