The Importance of Context and Attention

Abstract
The title of this response to the commentaries on our lead paper reflects some common and important themes across most of them, which, one way or another, make the critical point that performance reports are merely one tool for system transformation. To carry the home makeover analogy introduced by Chaudhuri and colleagues one step further, we can build the type of system we want using performance reporting, but we will need a lot more tools along the way. Our success in using performance reporting to drive system change will be based on the way we link performance reporting to other critical factors like incentives, other sources of information, and tools such as technologies for better information and decision-making.
