Infoway Announces Clinical Council - Clinical leaders to advise clinical engagement strategy & investments
TORONTO, Sept. 9, 2011 /CNW/ - Canada Health Infoway (Infoway) announced today the formation of a new Clinical Council to provide advice on the organization's clinical engagement strategy and investments. The Council will be chaired by Dr. Michael Golbey, who is a practicing family physician from Kelowna, British Columbia and Chair of the Canadian Medical Association Board of Directors. It also includes physician, nurse, pharmacist and patient representatives.
"As clinicians, we see every day that good care depends on accurate and timely information, and it is time for us to embrace information technology solutions that add value for our patients and to our practices," said Dr. Golbey. "The new Clinical Council puts the voices of patients, nurses, pharmacists, doctors, and other health professionals at the heart of Infoway's work."
The Clinical Council will provide strategic advice on Infoway's overall clinical engagement strategy, reach out to clinical leaders across the country, and suggest suitable candidates to participate in the organization's discipline- and project/program-specific clinical and consumer reference groups. This interdisciplinary group is intended to complement Infoway's current reference groups for physicians, nurses, and pharmacists; provincial/territorial clinical peer support networks funded by Infoway; investments in supporting the needs of clinicians-in-training; and, project-specific clinical advisory mechanisms.

"Achieving clinical value requires a team, which is why the Clinical Council brings together people with different backgrounds from different parts of the country."

Dr. Michael Golbey (Chair)
Dr. Michael Golbey is a family physician in Kelowna, BC. He has been very active in medical associations over the years. He was president of the British Columbia Medical Association in 2005-2006 and is presently chair of the board of the Canadian Medical Association. He was a member of the Canada Health Infoway board of directors for six years. He also currently sits on the board of Hope Air - a charitable organization that helps provide flights to Canadians who need treatments in communities distant from where they live.
He has been a strong believer in the value of electronic health records for many years and has recently introduced an electronic medical record system into his practice.
Dr. Sholom Glouberman
Sholom Glouberman is founding President of the Patients' Association of Canada. He is also Philosopher in Residence at the Kunin Lunenfeld Applied Research Unit of the Baycrest Centre for Geriatric Care and an adjunct assistant professor at the University of Toronto. For the past 25 years, he has applied philosophical methods and conceptual analysis to organizations and systems. Increasingly, he has focused on health as the single most challenging and little-charted frontier.
With solid health experience, he has designed and directed innovative management programs at the King's Fund (London, UK) and at McGill University (Montreal, QC) and has been a trusted advisor in Canada and internationally. He has directed the health policy think tank at the Canadian Policy Research Networks and he recently initiated with others, the first patient-led and patient-governed organization dedicated to promoting and enhancing the patient voice in Canada.
Sholom has spoken widely in Europe, throughout North America and in Australia. His publications focus on complex health systems, health in cities, health care reform and the health care experience; with his most recent book being, My Operation: A Health Insider becomes a Patient. He is currently hard at work on the nature of patient engagement in health care systems and a contributor to www.patientsassociation.ca.
He holds a B.A. from McGill and a PhD in Philosophy from Cornell University.
Ms. Iris Krawchenko
Iris Krawchenko is a pharmacist in Hamilton, Ontario and the Chair of the Board of Directors for Dell Pharmacy's 17 locations. Ms. Krawchenko has been a member of Canada Health Infoway's Clinical Adoption Clinician Reference Group and is currently a member of Infoway's e-Prescribing Working Group for the e-Prescribing Harmonization Project.
She was recently reappointed by the Ontario Minister of Health to serve as a member of the Ontario Pharmacy Council. She is Past-President of the Ontario College of Pharmacists and was a pharmacist mentor with the Health Force Ontario Mentorship Program of the Ontario Pharmacists' Association/Ontario College of Family Physicians.
Presently, she is a member of the Curriculum and Experiential Advisory Board, Faculty of Pharmacy, University of Toronto. In 2007, she received the Pharmacist of the Year Award from the Ontario Pharmacists' Association.
Ms. Mary O'Keefe-Robak
Ms. O'Keefe-Robak is Chief Nursing Officer and Nursing Resources Advisor with New Brunswick's Department of Health. Throughout her career, she has been involved with the development and implementation of various systems related to nursing including electronic documentation for community long term care and a provincial workload measurement system.
Prior to her current position, she worked for several years with Hospital Services Branch and more recently with New Brunswick's e-health initiative - One Patient One Record - as a clinical consultant. She currently sits on Canada Health Infoway's Clinical Adoption Nursing Reference Group, representing Health Canada's Principal Nursing Advisors Working Group.
Dr. Jean-François Rancourt
Dr. Rancourt has been a family physician in the semi-rural region of Montmagny near Quebec City for 25 years. He has been Head of the Department of General Medicine at the Montmagny-L'Islet Health and Social Services Centre since 1997. He is responsible for the Montmagny Family Medicine Group, which was created in 2003 and consolidates seven physician offices. The group works with six nurses. Dr. Rancourt represents the Chaudière-Appalaches Region in the implementation of the Quebec Health Record Project (a peer-to-peer network working to implement the provincial EHR).
Dr. Rancourt has participated for several years in the work of the advisory panel made up of Infoway physicians, which became the Clinical Adoption Committee. This spring, he participated as an expert in the certification of Quebec electronic health records.
He is passionate about all issues related to e-health. Dr. Rancourt has the experience needed to represent Quebec clinicians well.
Ms. Heather Sherrard
Heather Sherrard is a senior health care administrator and researcher with an extensive background in cardiovascular nursing and health services administration. She is the Vice President of Clinical Services at the University of Ottawa Heart Institute and is responsible for the clinical services staff at the Institute. Ms. Sherrard has a Bachelor of Science in Nursing from the University of Saskatchewan and a Masters in Health Administration from the University of Ottawa.
Ms. Sherrard has 20 years of experience in nursing, 10 years in senior health services management and holds two academic appointments with the School of Nursing and with the Masters in Health Administration at the University of Ottawa. She speaks at many conferences on the issues of cardiovascular care and health and has a particular interest in women's and cardiovascular diseases.
Dr. Bryce Taylor
Dr. Bryce Taylor obtained his medical degree from the University of Toronto and completed postgraduate surgical training at the University of Toronto, followed by basic research training at Guys Hospital in London, England. From 1983 to 1989 he was Director of Postgraduate Education for the University Department of Surgery and in 1989 he was appointed Chair of General Surgery for the University of Toronto, as well as Program Director for that division. He was promoted to Full Professor in 1991 and was appointed Associate Chair of the University Department of Surgery in 1996. He was President of the Canadian Association of General Surgeons in 1996.
He has won a number of teaching awards including the Anderson Award of the Toronto Hospital, the Tovee Postgraduate Award for the University of Toronto Department of Surgery and the Colin Woolf Award for Continuing Medical Education at University of Toronto. He has published over 110 papers in peer-reviewed journals on the subjects of hepatobiliary and pancreatic surgery and education.
In 1999, Dr. Taylor was appointed the James Wallace McCutcheon Chair, Surgeon-in-Chief and Director of Surgical Services of the University Health Network, comprising the Toronto General Hospital, Toronto Western Hospital and Princess Margaret Hospital. In addition to his professional commitments, he devoted significant time and effort to the safe surgery checklist and its adoption throughout Canada in 2008 and 2009. In the summer of 2010, he published a book entitled Effective Medical Leadership.
Dr. Jennifer Zelmer (Ex-officio
Dr. Jennifer Zelmer is the Senior Vice President, Clinical Adoption and Innovation at Canada Health Infoway. Prior to joining Infoway, she held a series of progressively responsible leadership positions in Canada and abroad, most recently as Chief Executive Officer of the International Health Terminology Standards Development Organization (IHTSDO) and Vice President, Research & Analysis at the Canadian Institute for Health Information
Dr. Zelmer received her PhD and her M.A. in Economics from McMaster University and her B.Sc. in Health Information Science from the University of Victoria. In addition to her role at Canada Health Infoway, she is the Editor-in-Chief of Healthcare Policy and is an Adjunct Faculty member at the University of Victoria. Dr. Zelmer also serves on a wide range of health-related advisory committees and boards.
