Allowing doctors to simultaneously work in Alberta’s public and private health systems under Bill 11 will clearly violate the Canada Health Act, according to a legal review commissioned by the Canadian Health Coalition. She said Bill 11, the Health Statutes Amendment Act, 2025 (No. 2), violates the Canada Health Act’s principles of universality, accessibility and comprehensiveness, and the federal government has already, and repeatedly, and taken the position that this kind of dual practice violates the Canada Health Act.
