The Ministry of Health and Long Term Care (MOHLTC) uses the operational review as a technique to assist hospitals in their return to a sound fiscal position. The ministry does not initiate an operational review without a detailed review of the historical and current position of the hospital and projections as to the hospital's ability to mount a recovery plan on its own.
