Abstract
Understanding Canada's Health Care Costs (www.gov.on.ca/health/english/pub/ministry/ptcd/ptcd_mn.html), an interim report published by the provincial and territorial Ministers of Health in June 2000, is the latest salvo in the unfortunate battle between the federal and provincial governments over who is to blame for the deterioration (perceived and/or actual) of Canadian medicare. In places, it flirts with being a valuable analysis of cost drivers, but continuously falls back into being a brief for the provinces and territories rather than a dispassionate analysis of the likely impact of current trends.
